Paraphrase of Telegram from the Sam
Governor of Hongkong to the
Secretary of State for the Colonies.
(Received Colonial Office 3.35 p.m.,7th March, 1916)
His Majesty's Consul General at Manila reports
that P.G.McDonnell who left here with his wife on 25th
January for Europe via San Francisco is Editor of
Newspaper strong Pro-German tendency and is said to be receiving German subsidy and both he and his wife
who is (?) a German American are regarded by the
Consul General as highly suspicious. Passport is
endorsed "Travelling to England as representative
Philippine Red Cross Society". He is of medium build height rather more than five feet ten inches has black
hair and dark complexion age between 35 and 40 slight
American accent, smartly dressed.
